Objective(s): To research: 1. the rates and patterns of criminality in the Baffin Region; 2. the perceptions of Inuit political leaders and community residents regarding the nature and extent of crime in their communities, to examine the factors that distinguish high and low crime communities; 3. the perceptions of individuals involved in the delivery of justice services and of community residents regarding current arrangements for the delivery of justice services; 4. the perceptions of criminal justice personnel and Inuit as to the potential for developing alternative, community-based programs to address the needs of the community, the offender and the victim.

Project Description: The Researchers will continue to examine the patterns of crime and the delivery of justice services to Inuit communities in the Baffin Region. The major objective for 1991 will be the completion of extensive interviews with a wide range of individuals involved in the delivery of justice and social services in the N.W.T. generally, and in the Baffin Region specifically.
