Description du projet: This study will focus on the following: 1) The development of a formal performance measurement framework focused on the Closing the Aboriginal Student Achievement Gap Initiative. This framework will serve as a blueprint for program managers to use in measuring and reporting on the results and outcomes of this Initiative over its lifecycle. 2) The development of a supporting decision making logic model that shows a logical sequence of activities, outputs and a chain of results for the Closing the Aboriginal Student Achievement Gap Initiative The researcher will use a mixed research methodology including discovery based research and collect both quantitative and qualitative data. The first stage of this study consists or secondary research, including in-depth reviews of previously completed research papers, studies, policies and legislative documents. She will also be researching on different performance measurement frameworks used by the federal government, and provincial and territorial governments in other jurisdictions. The second stage of this methodology will involve primary research from a series of interviews with the department program managers and school administrators. Responses from these tools will be coded, in order to assess the performance measurement tool that will be used to monitor and report on program outcomes of the Closing the Aboriginal Student Achievement Gap Initiative in the Northwest Territories. This study will provide an incremental contribution to the body of research currently undergoing on the Closing the Aboriginal Achievement Gap Initiative in NWT. Also, the performance measurement tool that will be developed in this research will be used to monitor outcomes on other government initiatives. All respondents will be informed of all aspects of the research including the purpose and sponsorship. The fieldwork for this study will be conducted from August 21 to October 30, 2009, in Yellowknife, Fort Smith, Fort Simpson and Inuvik.
