Objective(s): To seek an understanding of the ways in which members of the community of Arctic Bay interpret and manage their roles as formal school system policy-makers; to gain insights into how community members influence policy and manage changes as they shape formal schooling to the needs of the community; to provide data illustrating the ways in which the community's culturally distinct values and practices remain intact and/or are modified during interaction with the school system;
