Objective(s): to contribute to an understanding of the process of health care services, to detail the federal-territorial process of negotiating devolution including: the initial attitudes which the respective parties brought to the devolution discussions, the goals established as a result of those discussions, the pace of the changes and funding, personnel and administrative arrangements. Where appropriate circumpolar comparisons will be made.

Project Description: Geoffrey Weller is part of a group of researchers investigating the process of devolution and its impact on constitutional development in the North. He will be detailing the federal-territorial process of negotiating devolution of health care services with particular attention to the personnel and administrative arrangements.
