Objective(s): to contribute to an understanding of the process of devolution and its impact upon the larger process of constitutional development in the North; to study the impact of devolution on local governments and aboriginal groups especially in the area of policy development; to transfer information to northerners on devolution and its implications; to examine these questions through two case studies of devolution -- the Framework Agreement on Devolution, and, the Northern Accord; on the Framework Agreement to investigate the interests of each party in the devolution process, the roles of the aboriginal peoples, the method used to ensure program administration
Project Description: Dr. Dacks is part of a group of researchers investigating the process of devolution and its impact upon constitutional development in the North. He will be examining a number of questions relating to devolution through two case studies -- the Framework Agreement on Devolution and the Northern Accord. In each, he will look at the parties involved, their interests, and the elements that will make up the final agreements.
