Project Description: The objectives of this study are to develop a roadmap to identify key policies and technologies that allow for net-zero emissions buildings to be constructed in the northwest of Canada and the United States. Given the diversity of jurisdictions in in the region, the “strategies” contained within the Roadmap will aim to catalyze new legislation or policy in each jurisdiction by highlighting key opportunities for building design improvements and best practices for public policy. It will not recommend specific solutions, but may recommend the development of “model legislation” such as information and education initiatives, code language, tax policy, demand side management regulatory frameworks and others. The specific objectives of this phase of the project is to gather case study data from buildings within the Northwest Territories to use as examples of the potential for energy efficient construction. The data from ongoing monitoring campaigns of the building already exists and can be provided for this research. No additional data gathering will be required as part of the project. The research is currently in the data gathering phase in which case study buildings are being identified. The Northern Sustainable Home in Inuvik, NWT is the prime candidate for a case study in Canada’s cold climate. The analysis for this research project will proceed through the following methodology: 1) prepare a list of candidate buildings for review by Pacific Northwest Economic Region (PNWER) steering committee; 2) select at least 10 buildings (1 per PNWER jurisdiction) with a diversity of types; 3) determine key building contact to confirm data; 4) get energy billing data; 5) determine appropriate baseline energy consumption; 6) confirm savings is sufficient to qualify building for inclusion; 7) analysis of emissions offset based on local conversion factors; 8) determine incremental construction costs; and, 9) compare construction premium to energy savings using Life-Cycle Assessment. The purpose of this project request is to utilize existing data that has been collected by the Arctic Energy Alliance. The results of this work will be disseminated through the published Roadmap on the PNWER website and communicated to individuals and organizations in the PNWER network through presentations and webinars. The research will be presented in the Northwest Territories at the PNWER 2015 Legislative Leadership Academy and Economic Leadership Forum from November 15-18, 2015. The fieldwork for this study will be conducted from October 14, 2015 to December 31, 2015.
