Objective(s): To complete a Phase III Environmental Site Assessment of the site, to further assess and delineate areas of concern on the site to support Remedial Action Plan development.

Project Description: The objectives of this year’s work program are to: 1. Complete a Phase III Environmental Site Assessment of the site, to further assess and delineate areas of concern on the site to support Remedial Action Plan development; 2. Complete a hazard assessment of the Stark Lake Site to support the development of a health and safety plan, and ensure that the Crown’s due diligence in regards to potential health hazards on the site is maintained; 3. Complete a Preliminary Quantitative Risk Assessment to determine need for active remediation and establish risk-based remediation objectives for the site; 4. Develop an options analysis and draft Remedial Action Plan for Stark Lake; and 5. Engage affected First Nations groups (Lutsel K’e Dene, Deninu K’ue, Yellowknives Dene, NWT Métis Nation and North Slave Metis Allience) through the development of contribution agreements to cover personnel time/costs associated with project input and review. A topographic survey of the site will be conducted as well as sampling of soil and surface water. A total of twenty-five (25) sediment samples, fifty (50) surface water samples, and twenty-five (25) sub-surface or groundwater samples will be submitted to the laboratory for analysis. Depending on surface staining, up to one hundred (100) test pits/boreholes will be dug and sampled. Samples will be submitted to a laboratory for analysis. Final reports will be publicly available. The results of this study will be incorporated into Aboriginal Affairs and Northern Development Canada’s consultation process with local community groups. A summary and copy of the final report will be sent to the Aurora Research Institute upon completion of the project. The fieldwork for this study will be conducted from August 28, 2013 to September 9, 2013.
