Objective(s): The goals of this research project are to 1) examine intergovernmental disaster and emergency management (DEM) coordination and cooperation requirements at the regional level; 2) highlight areas within the northern DEM structure that meet these requirements; 3) identify possible areas of improvement and assess opinions and concerns of primary stakeholders in the North.

Project Description: This licence is issued for the scientific research application #919. The goals of this research project are to 1) examine intergovernmental disaster and emergency management (DEM) coordination and cooperation requirements at the regional level; 2) highlight areas within the northern DEM structure that meet these requirements; 3) identify possible areas of improvement and assess opinions and concerns of primary stakeholders in the North. This information can be used to improve relationships between northern stakeholders, educate northern stakeholders on cooperation and coordination requirements, gain insight into the opinions and concerns of northern stakeholders, identify stakeholder input that may currently be lacking and justify intergovernmental participation in CF operations and exercises. Data for the study will be gathered through interviews with key disaster and emergency management stakeholders. The examples of key stakeholders resident in the NWT include the Public Safety Regional Director for the Arctic, the Territorial EMO, the Commander of Joint Task Force North and representatives of other federal departments. Other stakeholders from outside the NWT will be interviewed when they attend meetings in Yellowknife or on the phone. Anyone participating in the study will be provided a copy of the final paper should they want one. The fieldwork for this study will be conducted from October 30 to December 31, 2008 in Yellowknife.
