Objectif(s): The objective of this research program is to collect socio-economic information in relation to the potential impacts of the proposed Gahcho KuT Project.
Description du projet: The objective of this research program is to collect socio-economic information in relation to the potential impacts of the proposed Gahcho Kué Project. The information will be used to inform the eventual environmental and cumulative assessments of potential project impacts and of potential mitigation measures. Where applicable, the socio-economic information will be used to better understand how changes to the environment will affect residents of the North Slave, South Slave and Dehcho Regions; as well as, how the project will change the lives of these residents directly e.g., employment, economics, traditional activities. The main steps in these socio-economic studies are: 1) Updating baseline data and validation; 2) Conducting effects analysis; 3) Designing mitigation measures and presenting them to communities for feedback, identifying indicators and measurement to these indicators; 4) Determination of residual effects; 5) Determination of significance; and 6) Monitoring and follow-up. Information update will include data collection at territorial, regional, local and community specific levels. Sources of Baseline Data: a) Use of Existing Information: Existing documents, reports, studies (previous environmental impact studies) and statistics from academic, government, community, and development sources will be collected. b) Use of Expert Opinion- Key Informant Interviews: Key Informant Interviews will be conducted with government and regulatory representatives, municipal leaders, First Nations leaders, health, education, and policing professionals, as well as business associations and other community based organizations. c) Community Engagement: The types of community engagement to be completed may include general community engagement meetings and workshops. It is planned to hold two rounds of meetings, tentatively scheduled for November and December 2007, depending on the availability of community members. Meetings and workshops in the communities will be held only after permission has been received from the recognized community governments and leaders to conduct them. The advice of community governments/leaders will be obtained so as to know who, when and how to engage community members. Copies of research materials and final products will be sent to community governments and leaders for review and comment. In addition to that, the results of these community meetings will be written up, including the official community view if provided by the authorized representative of each community, and will be included in the De Beers Canada Gahcho Kué Environmental Impact Statement. The information will be accessible through the MVEIRB Public Registry. A detailed description of this project is available from the principal investigator or from your ARI website account / ARI licencing office. This project has received ethical approval with the following conditions: - Researchers are to obtain fully informed consent from the First Nation communities before interviews and workshops (focus groups) take place. This includes not just individual participants, but an authorized community representative. - Researchers are to follow any relevant guidelines for conducting socioeconomic research, including the Tri-council Policy Statement guidelines and the MVEIRB guidelines. Fieldwork will be conducted from November 19 to December 31, 2007 – with a possible extension to February 29th, 2008. The research will be conducted with the Tlicho, Akaitcho, Métis, Dehcho and other human communities residing in or around the following geographic communities: Gameti, Wati, Behchoko, Wekweeti, Dettah, N’dilo, Yellowknife, LutselK’e, Fort Resolution, Fort Smith, Hay River, Hay River Reserve, Enterprise and Fort Providence. This licence does not include the Deninu K’ue First Nation. The licence may be amended in the future to include this community, pending approval from the DKFN.
