Project Description: The purpose of this project is to learn about the types of environmental changes Holman has faced in the past and how these changes have affected community infrastructure. The researcher seeks to describe community infrastructure and how it might be affected by environmental change. The researcher will identify who, or which agencies, will be expected to respond to risks affecting infrastructure and what is the capacity to respond. Interviews will be conducted with agencies at the territorial, regional, and community levels to identify interests/concerns about risks to infrastructure and to identify which agencies are responsible for addressing risks. Interview groups will include elders, hunters and gatherers, community members who spend substantial time travelling on the land, and individuals associated with the maintenance and operation of local infrastructure. Community fieldwork will be done to develop an inventory of Holman's infrastructure. Research will be conducted with a local interpreter and local research assistant. Coordination is underway with the Holman Youth Council to include interested youth in working on the research project. A follow-up visit will be made to the community to discuss the research findings with community members. This will include a community meeting and presentation, school presentations and any other form of communication that the community wants. A final report on the vulnerability of community infrastructure will be written (in plain language), presented to, and left with community organizations including the local school and the Inuvialuit Game Council. The study will be conducted at Holman and Inuvik from July to September 2005. The follow-up community visit will take place during the winter 2006.
