Objective(s): The purpose of this study is to draft, validate, and test a pilot instrument that results in an index of wellness or overall condition of each community in the Northwest Territories. This measurement and index of community condition are proposed as a new language to northern planning and policy setting. Using Canadian population and urban area performance levels and existing Government of the Northwest Territories socioeconomic policy documents, the study will also establish a normative definition of healthy community. This normative definition has been used to construct the framework for measurement of the wellness of the northern communities. To validate the appropriateness of the draft instrument, two one-day focus group interview sessions of community, regional politicians, administrators, and territorial experts will be held. The focus group discussions will be audiotaped, transcribed, and content analyzed to determine changes to the draft instrument. Confidentiality will be maintained in both the transcriptions and reporting. The study will provide a useful tool for the measurement of social equity within an administrative region and in comparison to national norms.
