Objective(s): To complete a short term (Year One) evaluation of the Investing in People Program. This program is intended to assist working age people in the NWT, at risk of long term social assistance dependency, acquire the skills, confidence and experience required for them to enhance their independence and productivity. The governments incorporates both formative (process) and summative (impact) issues. The evaluation is a critical first step in coming to a fuller understanding of the operations, impact and cost-effectiveness of employability enhancement programming in the NWT.

Project Description: The researchers will undertake a detailed analysis of the operations of Investing in People Program. This will include data collection (review of administrative files and interviews with program, project and community key informants). A detailed analysis of the short term impact of the program will make extensive use of participant interview.
