Summary:
The researchers will first conduct a telephone survey with a random sample of northern residents. A further mail in questionaire will be completed by those in agreement. A similar questionaire will be mailed to representatives of local government and interest groups and interest groups that were identified in a screening study conducted in June, 1994....
