Objectif(s): To assess the positive and negative consequences, particularly socio-cultural aspects, of transferring new communication technologies from southern Canada into Inuit communities in the NWT; compare developments in the Eastern and Western Arctic to examine different mechanisms of technology transfer employed in introducing telephone, radio and television services; assess the ability of Inuit communities to pace and direct developments and evaluate the success in realizing stated socio-cultural goals.
