Description du projet: The main objective of this study is to evaluate the effectiveness of the management assignment program offered by the Government of the Northwest Territories using a results-based management and accountability framework. The research question is - What is the effectiveness of the government management assignment program in the Northwest Territories? The study is a qualitative evaluative case study using an evaluation framework developed by the federal government. The population under investigation consists of the Northwest Territories government employees. The unit of analysis is the management assignment program. The researcher will use purposive homogeneous sampling for this qualitative research study and anticipates having a sample size of 30 program participants and 20 program support staff. The geographical location of this research is Yellowknife. The researcher will conduct face-to-face interviews, evidence from program documentation, archival and current human resource data, and the Myers Briggs personality type instrument. The researcher will begin by developing a logic map, performance measurement indicators, and evaluation questions. Then, the researcher will collect program data related to the performance measurement indicators, review program administrative files, and conduct interviews and personality type surveys. Based on this data, the researcher will identify evidence related to the themes of relevance, success, and cost-effectiveness. Participants involved in this study will participate in a 45-minute semi-structured interview, which will be audiotaped. Additionally, the Myers-Briggs personality type instrument will be administered to each participant to determine personality type, leadership style, and learning style. The administration of this tool will take approximately 25 minutes. A copy of the dissertation will be provided to the Department of Human Resources, GNWT, the Aurora Research Institute, and information about the research and results will be available to individuals participating in the study upon request and via email. The Government of the Northwest Territories' Department of Human Resources will be involved in the study and have provided permission for this government program evaluation research.
